EXTERNAL CONSULTANT ? SCOPING EXERCISE FOR DAY PROJECTS

WHAT IS L?ARCHE?

We are people with and without intellectual disabilities, sharing life
in communities of faith and part of an International federation. We
believe in a world where all belong, we celebrate the unique value of
every person and recognise our need for one another. L?Arche
Kilkenny is one of three L?Arche Communities under the governance of
L?Arche Ireland.

INTRODUCTION

The Day projects have developed in L?Arche Kilkenny since the early

day project co-ordinator has also been the Residential
Co-ordinator/PIC. The day to day management has been well managed,
however it has not been possible to develop the day service in line
with New Directions. The needs and expectations of both present core
members and possible new core members have changed. Due to Covid the
Caf? has closed until 1st April **Apply on the website**. This
Scoping exercise will be completed to explore options for a future
project to replace the current structure of the caf? and provide a
guide for the development of all of the Day service.

The day service in L?Arche Kilkenny at present, comprises of

* A garden project based in Kilmoganny,
* A garden maintenance project
* Craft based day project
* Life skills
* Cafe

Currently **Apply on the website** people attend the Day projects,
either on a full or part time basis.

AREAS TO REVIEW

* The future potential, needs and wishes for the existing day service
attendees.
* Opportunities for new day service attendees, in particular school
leavers.
* Review existing projects with a view for development and growth

TERMS OF REFERENCE

* To review the current day service and identify strengths and
challenges and areas for refocus or change

* To scope the Kilkenny/ Tipperary area in terms of Day Service
provision

* Identify gaps in access to services for people with intellectual
disabilities and highlight same
* Caf? L?Arche became an integral part of Callan, review to see
if any new project would enable the Community to continue to be an
integral part of Callan.
* Identify barriers to accessing day services for people with
intellectual disabilities in the area.
* Identify where L?Arche could develop interagency models of day
service provision for people with intellectual disabilities
* Identify differing models of day service provision for example
those relating to education, vocational training, employment, and
leisure activities
* Identify key areas where L?Arche could realistically develop
programmes/activities/services to meet gaps and address barriers
* To explore the concept of the social enterprise model- most likely
food based to see if it could be a viable option for L?Arche
Kilkenny to develop its service provision

THE DELIVERABLES

This project will give L?Arche Kilkenny and the Board of L?Arche
Ireland an independent analysis with clear recommendations in report
format, on the steps required to enable the Community develop the Day
projects in line with New directions and the needs, wishes and
development potential for present and future core members.

COSTS/BENEFITS

The current expenditure will derive the following benefits:

* Enable the community to address changing needs of core members,
welcome new core members, envision a vibrant day service which meets
current need and attracts new attendees

BENEFITS MANAGEMENT STRATEGY

The adoption of any recommendations will be approved by the Board of
L?Arche Ireland. The implementation of these recommendations will be
reported on to the Local Committee and to the Board of L?Arche
Ireland at specific time intervals.

SKILLS REQUIRED FROM CONSULTANT

* Previous Scoping or similar work
* Understanding of New Directions
* Knowledge of Social enterprises
* Clear methodology
* Available to work within agreed time frame

TENDERING PROCEDURE PROPOSED

Reinvention team to review tenders and arrange interviews

Open competition

The successful person will work directly with Chris Hayes, Community
leader. The Reinvention team will provide overall guidance for the
Scoping exercise and report to the Board

PROCEDURE FOR EVALUATING / ACCEPTING TENDERS

_STAGE 1 SELECTION CRITERIA - TENDER_

1. In order to progress to assist the selection process, Tenderers
must clearly demonstrate that they meet the required level of
professional ability detailed in this document. Failure to demonstrate
clear relevant experience will result in elimination of your tender
submission.

* As a minimum, tenderers must provide 3 examples of having completed
similar Scoping exercises, within the last 5 years from the date of
tender submission.
* Experience must be presented in a format that is easily
identifiable to the evaluation panel as to what relevant experience
the tenderer has.

Examples provided must be structured to include:

project title and brief summary;

* its relevance to the project:
* date the project was completed;
* individual roles/duties within the project

Those tenders which successfully demonstrate relevant experience will
move on to stage 2 and their submission will then be evaluated against
the following criteria.

_STAGE 2 ? AWARD CRITERIA_

_METHODOLOGY_

* Tenderers must provide full details of the methodology for carrying
out the contract requirements as detailed in this document. This must
include proposals to address the following key issues:

* Congruence with the structure of l?Arche Kilkenny and with
principles of good governance.
* Innovation engagement and consultation with key stakeholders;
* Establishment of realistic objectives that reflect the resources
available to and capacity of l?Arche Kilkenny.

* It is expected that in providing this response tenderers produce a
timetable for key activities and milestones of this review.

Tenderers are asked to keep this element of the tender submission

COST

A) Tenderers should ensure that they provide a fixed fee quotation for
this contract.

For the avoidance of doubt the fixed fee quotation should include all
costs to be incurred by the tenderer for the provision of this
contract including but not limited to travel and expenses and
production of final report.

Tenderers are asked to submit one lump sum price in ?, inclusive of
VAT.

B) In considering the price for the fixed fee total tenderers are
required to outline a schedule of hourly rates in respect of costing
this contract. The total price should include VAT.
